Kinetic Energy

I am not sure what is going on here. But this guy had a sign that said Kinetic Energy in Motion. You can't really tell by the photo but it was really cold on this particular day.

This guy was not asking for money. Someone was painting a picture of him. Does anyone know what was going on here?

You know, I can't quite tell from the distance in the photo, but he kind of looks like a guy that performed at the last Orange Party. Except at the Orange Party he was naked.
