Running Zombies Down In The Streets

Car runs down pedestrians in the street, and the pedestrians and other witnesses contact the police, providing all sorts of information to help identify the driver and the car; such as the description of the silver Honda Accord V6 with BC license plate number EWB 092 and a big green "N" sticker improperly displayed in the rear window.
The police aren't planning to do anything on the grounds that the pedestrians beat the hell out of the car after the first people were hit by the car. There's apparently some outstanding damage to the car, including dents, scratches, and broken glass, but that's some small consolation to those that had a foot run over or who were knocked to the ground.
See, the people in the car claim that they were in fear for their life, just as they appear in the picture above. They maintain that they called 9-1-1 before anyone was hit... so they should have been on the phone in this picture.
I don't know about you, but the three people in the Zombie Slayer V6 do not look like they're afraid; the guy in the passenger seat looks positively happy to be there. Apparently the driver is not being charged for his part in running over minors, or for knocking down pedestrians. Sure, it wasn't a crosswalk. Sure it was a crazy, illegal gathering of youth Up To No Good. The thing is that people carry digital cameras nowadays, and they're not afraid to use them. Who is this guy?

Yes, the zombies were walking in the street, and no they don't appear to have filed for a license for a parade, that's true, but simply being in the street is not cause for nudging people with your car. Criminal endangerment, anyone? No such luck, in fact, the police officer assigned to the incident had another story entirely.
"He told me that they couldn't ticket that guy because then they'd have to ticket all the zombiewalkers. My arguments that endangering peoples lives by running them over and up on to the hood were met with a firm answer that the people in the cars supposedly called 911 first."
The lesson here, is that if you're going to run someone down, call 9-1-1 as you're hitting the gas.

I'm confused. If the people were already dead, or I guess undead, then what does it matter? I kill zombies all the time. All the time. Ever seen my movie, Sean of the Dead? Thats what I'm talking about.
