Yeah, I feel like I'm missing something with this whole dumpster removal idea. I didn't realize there was a link between dumpster diving and crime. Naive? Probably. I kinda thought it gave street people a way to create their own "income". So if they don't have bottles and whatnot to collect aren't they going to look for another way to get money - like, say - stealing?
